Introduction
The Government of the Hong Kong Special Administrative Region of the People's Republic of China (HKSAR) attaches great importance to youth development. Our vision is to nurture a new generation of young people with an affection for our country and Hong Kong, and equipped them with global perspective, an aspiring mind-set and positive thinking. We are committed to providing young people with an enabling environment to cherish hope for the future and strive for continuous growth, so that they can unleash their full potential in society and contribute to Hong Kong, the country and the world.

The Chief Executive has stated in the 2023 Policy Address that a Youth Development Summit (the Summit) will be organised as the opening of the 2024 Youth Festival. Themed "Set Sail for New Horizons", the inaugural Summit will invite officials responsible for youth policies from different regions, along with business leaders, technology innovators, creative experts, young entrepreneurs and representatives of youth organisations as guest speakers. They will share their valuable experiences and insights on various sectors including technological innovation, sustainable development, cultural and creative industries, and youth philanthropy, etc. so as to inspire the youth participants in seizing new opportunities.
Target Participants
The major target participants of the Summit are local youths aged 12 to 39. Besides the local youths, the Home and Youth Affairs Bureau of the Government of the HKSAR will invite youth groups from the Mainland, ASEAN and overseas to attend the Summit, where they can exchange views and engage in mutual learning with local youths on issues of concern to young people.
